The Moldovan-Ukrainian GEF project "Enabling transboundary cooperation and
integrated water resources management in the Dniester River Basin" will be implemented over a
three years (2018-2020), working on improving the overall management of the
basin's water resources and their rational use in accordance with the
Association Agreements with the EU. Inventory of TMFs in the Dniester river
basin will be carried out within the first project component named "In-depth
analysis of the water resources, related ecosystems and their use".
The project activity includes the application of the Methodology for Comprehensive Evaluation of Tailings Management Facilities Safety, developed due to the previous international projects on TMFs safety (2013-2017) supported by the German Environment Agency (UBA).
As of 2017, the abovementioned projects on TMFs safety have identified 10 such facilities in the Dniester river basin. In the course of inventory works, this number of TMFs will be specified, including inactive, abandoned / ownerless and other ones in close cooperation with central and local administrations. The Checklist method included in TMF Methodology allows to perform the inventory and detailed safety level assessment for each TMF located in the Dniester River basin, with their subsequent ranking according to the potential hazard rating. Based on ranking results the recommendations on the formation of investment programs will be designed according to the objects’ specifics, their location, status, etc.
It is planned to create an up-to-date national database of Ukrainian TMFs by creating an interactive TMFs online map based on the existing information resource of the Ministry of Ecology and Natural Resources of Ukraine named “Ecomapa” for further monitoring of TMFs safety level.
According to the results of project activities in the Dniester river basin, it is planned to develop:
- The Inventory Report including a safety level assessment for each facility
- Recommendations for investment programs, including the determination of objects with recyclable materials and objects for closure and reclamation
- Database and interactive online map of TMFs based on the existing interactive map "EcoMapa" of the Ministry of Ecology and Natural Resources of Ukraine.
